For a series of actions to be taken on your behalf in Russia, you will need to issue a power of attorney at the consulate of your current country of residence. Here's how to do it in the Republic of Cyprus.

Process of Power of Attorney Issuance via the Consular Department Website
Appointment booking. We have previously explained the nuances of the appointment booking process in a relevant article, the difference being that you need to select consular services and then "Notary Services" afterwards.
After you have booked a specific date or joined the waiting list, but no later than three days before the planned appointment, send all necessary documents (power of attorney text and scans required for notarial action) to the email [email protected]. A reminder from the consulate will also be sent to you.
On the appointed date, attend the appointment with a set of documents similar to what you previously sent via email. The documents are needed for presentation and to prove that the power of attorney is being issued on your behalf.
Documents Required for Power of Attorney Issuance at the Russian Consulate in Cyprus
- Valid international passport as of the appointment date and a copy of the first page;
- Valid Russian internal passport (if its details are mentioned in the power of attorney) and copies of the first page and registration page;
- Copy of the passport of the authorized person specified in the power of attorney text (with permanent registration address);
- When issuing a power of attorney for a vehicle: Vehicle Registration Certificate (original) and Vehicle Technical Passport (copies).

How is the notarization fee paid for the power of attorney on Northern Cyprus?
Payment is accepted only in cash in euros and exact change is preferred as the staff may not have change. Current fees can be viewed in this section of the consulate's website. The fees are listed in dollars, but the embassy confirms that consular service fees are payable in euros.
How to get a discount on power of attorney issuance?
Close relatives who are issuing a power of attorney for children, including adopted children, spouse, parents, full siblings, can receive a 50% discount by providing original documents confirming the relationship. Copies and photos of birth and marriage certificates are not acceptable.
