Northern Cyprus updates rules for electric scooters
Northern Cyprus has updated the rules governing the use of electric scooters. The amendments to the Road Traffic Regulations were approved by the Council of Ministers on 17 July 2026.
The rules also introduced a new definition of E-Moped, making the use of such vehicles on roads legal provided that the established requirements are met.
E-Moped — is a two- or three-wheeled vehicle with an electric motor producing less than 351 W, a maximum speed of up to 30 km/h, a rechargeable battery and a braking system. It must be operated using handlebars, with the rider in a seated position. The vehicle must have a front white light, a rear red light and an audible warning signal.
An electric scooter must have a motor producing less than 351 W and be capable of reaching a speed of no more than 30 km/h. It must be equipped with a braking system, a non-slip footboard, handlebars, a front white light, a rear red light, a reflector and an audible warning signal. Electric scooters must be ridden in a standing position.
If the electric motor produces more than 351 W or the vehicle is capable of reaching speeds above 30 km/h, it is classified as a motor vehicle and must be registered. Operating such vehicles requires the relevant driving licences in categories J, H1, H2 or H.
The new rules establish a number of restrictions for electric scooters and E-Mopeds. They may not be operated by anyone under the age of 18.
They are also prohibited on intercity roads and roads where the permitted maximum speed exceeds 50 km/h.
Where a cycle lane is available, electric scooters and E-Mopeds must use it. If there is no cycle lane, they may travel on the left side of the carriageway, provided that this does not create a threat to road safety.
Carrying passengers is prohibited. Only items that can be carried on the back may be transported, and their weight must not exceed 10 kg.
Riding side by side on the carriageway, travelling on pavements, attaching oneself to other vehicles or holding on to them while moving are prohibited.
The rider must keep both hands on the handlebars. Performing acrobatic movements while riding is also prohibited.
A protective helmet must be worn when operating an E-Moped.
