Cyprus state lottery surplus falls to €7.2 million
The Cyprus state lottery’s surplus fell to €7.2 million in 2025, compared with €8.8 million a year earlier. Lottery director Angelos Efthymiou announced the figures. At the same time, the authority issued a tender for consultancy services to prepare the lottery’s modernisation.
The lottery’s revenue fell from €21 million in 2024 to €19 million in 2025. This year, Efthymiou estimates that takings will reach around €12 million by the end of September.
Approximately half of the revenue is spent on prize payouts: €10 million in 2024 and €9 million in 2025. The surplus is transferred to the state’s permanent fund, which also receives unclaimed prizes.
Almost all of the lottery’s revenue comes from instant tickets, with scratch cards accounting for 98% of takings. The Cyprus state lottery has operated since 1958 and competes in the market with operator Opap, which is part of the Allwyn group.
The contract with the consultant will run for six years and is valued at €1.23 million excluding VAT. The contractors’ bids will be reviewed by the Council of Ministers.
