Cyprus allocates €20 million for home energy upgrades: applications open in September

Only individuals are eligible for the subsidy, and the property must not be used for commercial purposes; one application per person will be accepted in each round. The house must have been connected to the electricity grid by 1 January 2008, or the application for a building permit must have been submitted by 21 December 2007, while the electricity bill under the household tariff must be issued in the applicant’s name.

The main requirement is a reduction in primary energy consumption of at least 60%. This will be verified by comparing energy performance certificates issued before and after the works, with the initial certificate having to be issued after 15 May 2026.

The subsidy covers insulation of the building envelope, replacement of windows and doors, shading systems, solar water heaters, heat pumps for heating and cooling, photovoltaic systems under the net-billing scheme, storage batteries and the services of specialised consultants.

The exact payment amounts will be published by the ministry in the application guide together with the official announcement of the round. In previous stages, the maximum amount was €32,000 per home, depending on the type of work, while the amount was increased by 20% for vulnerable households, mountainous areas and refugee settlements. In total, €85 million has been allocated to the programme.

The ministry warns that works started before applications open are carried out at the applicant’s own risk, and their completion does not guarantee approval of the funding.
