Cyprus to sell families more than 570 state plots at 25% of market price

Cyprus’s Ministry of the Interior has announced a new programme to transfer state land plots to low- and middle-income families. The plots will be offered at 25% of their market value, provided that buyers build a home on them for their own residence.

The programme includes more than 570 plots that remained undistributed after previous subdivisions of state land — they are located in all districts of the country. New plots that become available after land surveying in communities joining the programme will be added to them. The ministry expects the programme to both expand housing options and revitalise rural areas.

Only Cypriot citizens will be eligible to apply: couples with or without children, as well as single-parent families in which at least one spouse or parent is under 45 at the time of application. Another condition is that at least one family member must permanently live in the community or in a neighbouring settlement within a 15-kilometre radius.

Annual gross family income limits have also been set: €45,000 for a couple or a single parent, €50,000 for a family of three, €55,000 for a family of four, and €65,000 for a family of five or more.

Priority will be given in the following order: indigenous residents of the community, displaced persons, returning internally displaced persons, repatriates, and permanent residents of neighbouring communities within a 15-kilometre radius. Where all other conditions are equal, larger families will be given preference.

The recipient of a plot must build a house within three years of signing the agreement. Until construction is completed, the plot may not be transferred to other persons, and the finished house may not be sold until at least five years have passed. Applications will be accepted by district administrations, which will announce the exact dates and application procedure separately.
