New Rules for Bikers Will Hit Deliveries

From July 1, 2026, rules for holders of learner motorcycle permits will be tightened in Cyprus. Solo riding on the roads for novice riders will be completely prohibited. There will be only three exceptions: official training with an instructor, taking an exam, or training as part of the security services. At the same time, the validity period of learner permits will be limited to two years.

The new measures are intended to reduce the high accident rate among motorcyclists, but they could paralyze delivery services. At present, most foreign couriers ride precisely on learner documents. Due to bureaucratic delays, obtaining full AM and A driving licenses takes months, which will inevitably lead to a shortage of staff in the food delivery sector.
