Cyprus authorities tighten control over explosives and fireworks
In 2026, Cyprus plans to adopt amendments to the Explosives Law, aimed at strengthening control over the storage and use of explosives, as well as significantly increasing liability for the illegal use of pyrotechnics.
According to the bill, the responsibilities of the Department of Mines and Quarries and the Cyprus Police will be clearly delineated. The police will receive expanded powers to inspect warehouses and locations where fireworks, ammunition, and other explosive materials are used, as well as to combat their illegal import, storage, sale, and use.
At the same time, the issuance of licenses and supervision of explosives used for blasting operations will remain under the authority of the Department of Mines and Quarries.
Main changes to the law:
- The fine for illegal use of explosives will increase tenfold — up to 50,000 euros.
Criminal liability will be expanded: penalties will apply not only to those who use fireworks without permission, but also to event organizers, as well as owners and managers of venues where illegal use of pyrotechnics takes place.
In the case of weddings, the term “organizer” may refer to the couple themselves,
and in the case of baptisms — to the child’s parents.
Venue owners and operators of banquet halls and celebration sites are also considered responsible parties.
The authorities emphasize that the changes are aimed at improving safety and preventing accidents related to the illegal use of pyrotechnic and explosive materials.
