The Philanta residential complex in Larnaca, where a migrant died during a raid, is being prepared for evacuation

The Larnaca District Self-Government Organization (EOA) has issued a stern demand to the owners of the large residential complex “Philanta,” located in the old port area. The owners have been given a final 2–3 days to begin emergency works to eliminate the risk of structural collapse. According to EOA head Angelos Hadjicharalambous, on June 23, 2026, if the order is ignored, the department will initiate the forced evacuation of residents, including through the courts.

The “Philanta” residential complex is Larnaca’s largest construction site, officially recognized as dilapidated and potentially dangerous. The complex includes:

— Overcrowding. In some residential units, up to 10 people were found living at the same time, mostly foreign nationals.
— Network violations. Numerous cases of illegal makeshift connections to public power lines were discovered. Police, the fire service, the municipality and specialists from the Cyprus Electricity Authority (EAC) have been brought in to eliminate the violations and clear blocked emergency exits.

The “Philanta” complex came under intensified scrutiny by the supervisory authorities after the tragic events of May 27, 2026. During a raid inspection by the Immigration Completion Service, three foreign nationals attempted to flee by jumping from the balconies of the upper floors. One of them died at the scene from his injuries, while the other two were hospitalized in serious condition. During that operation, police detained 22 people with illegal residence status.

EOA management stressed that despite the existence of legislative mechanisms for criminal and financial liability for negligent landlords, court procedures take too much time, which is why the department is moving to the practice of direct on-site inspections of Larnaca’s apartment buildings.
