Suspect in major U.S. fraud case detained in Northern Cyprus

A 58-year-old U.S. citizen of Iraqi origin, Ibrahim Haldun Hilmi, was detained in the Catalköy area of Northern Cyprus. American law enforcement agencies accuse the Florida businessman of involvement in one of the largest fraud schemes in U.S. history involving the government-run Medicare health insurance program. After being administratively expelled from Northern Cyprus, the suspect was handed over to Turkey, from where he was flown to Miami on June 19 under FBI escort.

The investigation says Hilmi ran two sham medical companies through which tens of thousands of false reimbursement claims for medical supplies were submitted since December 2024. The fraud scheme relied on stolen personal data belonging to real American doctors and patients. Although the total amount of the submitted insurance bills was in the billions, only about $5.7 million actually reached the companies’ accounts, as most of the transactions were blocked in time. Hilmi himself left the United States back in May 2025.

This incident clearly shows the vulnerability of the common belief that Northern Cyprus is an absolute haven for people wanted internationally. Due to the specifics of its international status, the local authorities do not have direct extradition agreements with third countries. Nevertheless, mechanisms for deporting unwanted individuals via Turkey, in coordination with Interpol, make it possible to transfer suspects to justice de facto. Hilmi’s detention took place as part of the FBI’s large-scale Gold Rush operation, which is investigating international schemes to defraud the American health insurance system.
